About Us

Mr. Hedges has nearly 40 years of experience in the management of transportation research projects and programs.  He has served in leadership roles in organizations in the United States, Canada, and Europe.  As Director of the TRB Cooperative Research Programs, Mr. Hedges provided overall responsibility for the program’s $65 million annual budget in four program areas: highways, airports, transit, and behavioral traffic safety.  In 2025 Mr. Hedges formed Backstreet Consulting to help public sector organizations develop and sustain world-class research programs and to assist private companies and academic institutions in developing more effective research proposals.
